WATERLOO, ONTARIO— February 3, 2020—Descartes Systems Group, a federated global logistics network, announced that Dimerco, a Chinese logistics specialist, has extended its use of Descartes’ solutions to help it comply with the United States Customs and Border Protection's (CBP) new Importer Security Filing (ISF) “10+2” initiative.
On January 26, 2010, CBP’s ISF “10+2” rule went into effect. Under this rule, importers are required to provide CBP with additional data elements 24 hours prior to lading for all ocean shipments inbound to the United States. This security measure is often referred to as "10+2" because the regulation requires the collection of 10 new data elements from importers or their agents and 2 message sets from the ocean carriers. The goal is to have these data elements submitted 24 hours prior to vessel departure and the two new message sets from ocean carriers within 48 hours of vessel departure.
Dimerco has been a long-time user of Descartes’ Regulatory Compliance services including Automated Manifest System (AMS) service, Advanced Cargo Information (ACI) and Federal Maritime Commission Tariff Compliance, and now has extended its customs compliance solution to include the Descartes ISF “10+2” service. For carriers, freight forwarders, non-vessel operating common carriers (NVOCCs), and shippers, Descartes’ Regulatory Compliance services, including AMS, ACI, Advanced Commercial Environment (ACE), Tariff Compliance and ISF services, offer a complete, single-source solution to help firms to comply with governmental regulations.
“Descartes was a natural choice for us to help us comply with the latest customs filing regulation,” said Roy Chen, Regional President of Dimerco Express Group in North America. “Descartes is one of the best outsourcing solution providers in global customs filings and we can count on them to help us meet compliance requirements at this stage, allowing us to focus on our core business and serving our customers.”
"The beauty of our compliance service is that we are able to provide additional services with minimal interruption and change in process for our customer’s internal personnel," said Scott Sangster, Vice President of the Global Logistics Network at Descartes. "We can provide rapid access while leveraging the customer’s existing data or processes.”
